President, dear colleagues, the delegation of Ukraine, on behalf of delegations of Japan, Latvia, Lithuania, Poland, the United Kingdom and the United States, has the honour to present draught Resolution L .31 point Rev One on the role of States encountering the negative impact of disinformation on the joinment and realisation of human rights.
This initiative aims to draw attention to many ways disinformation can affect all human rights and presents a guideline for tackling this problem from a rights based perspective.
It concentrates specifically on the crucial role the states play in both preventing and countering disinformation.
The Draught Resolution promotes the idea the states as the main duty bearers should focus on overcoming disinformation by increasing their own transparency, strengthening commitment to media diversity and adhering to **** standards of freedom of opinion and expression as well as other human rights in the implementation of relevant policies and legislations.
Further, the initiative advocates for states to play a proactive role in facilitating multi dimensional and multi stakeholder approach as the only viable path to countering disinformation.
Last but not least, the Draught Resolution clearly affirms that states should not engage in spreading or manufacturing disinformation, including as part of hybrid influence operations, and encourages them to condemn such acts.
While working on this initiative, we based our effort on the premise that the issue of modern day disinformation is at the initial stage of being explored from the human rights based perspective.
In this context, we wish to thank all the delegations that participated in three rounds of the informal consultations and shared their valuable proposals which contributed to the improvement of this draught and shaped the Council's vision of possible responses to disinformation.
Our hope is that if adopted, this initiative will inspire and contribute to further joint efforts in this Council and across UN institutions aimed at countering the the challenge of disinformation threatening all our societies.

Coupled with adverse effects of COVID pandemic, there has been a rise in hate speech intended to create disharmony amongst and within communities.
The ICT companies have a critical role to play in checking and countering misinformation, hate speech and incitement of hostility and violence.
The instances of malicious use of modern technologies to the detriment of our societies are increasing and we need to act together to counter them so that new and emerging technologies are harnessed for global good, including promotion, protection of human rights.
It is a considered submission that a goal of fighting the menace of disinformation, hate speech and violence on social media can be realised only through a sincere, committed and collective effort on the part of the entire international community.

President, Pakistan attaches importance to countering disinformation for promotion and protection of fundamental rights and freedoms, especially in today's digital age.
With a view to shaping global response to this contemporary problem, Pakistan with the support of partners pioneered the UNGA landmark Resolution 76/227 which was adopted through consensus.
This omnibus UNG resolution articulates state's perspective on a wide range of thematic areas related to disinformation.
In terms of its deliverables, the resolution has mandated the UN Secretary General to present the report on the topic at the 77th UNGS session based on information and best practises of states.
It has also invited the Geneva based UN human rights machinery to consider the human rights impact of disinformation.

Nonetheless, we engaged constructively to enrich the proposed text in three significant ways.

Similarly, reinforcing duties and responsibilities germane to exercise the freedom of expression and opinion should be part and parcel of a multidisciplinary approach against this scourge.
In this regard, we reiterate our serious concerns over packaging and deliberate spread of disinformation to incite phobia against Muslims for electoral purposes.
Third, social media platforms have become a conveyor belt of disinformation, misinformation and hate speech.
The profit driven business model of these companies coupled with their opaque and algorithm driven content moderation policies have resulted in real time human rights consequences.
Therefore, it is imperative stress upon these business enterprises to uphold their basic human rights responsibilities and carry out due diligence during conception, development and deployment of their products.
