President, I'm honoured to present draught resolution L 19 on the situation of human rights in Myanmar as orally revised on behalf of the European Union.
The EU is grateful to all stakeholders for their constructive cooperation.
President, L19 reflects recent reports of the **** Commissioner and the Special Rapporteur on Myanmar, which describe a country in freefall due to the actions of the Myanmar military.
L19 welcomes efforts to hold the Myanmar military to account for its countless human rights violations, including by the Independent Investigative Mechanism for Myanmar, the ICC and the ICJ.
Any good faith assessment of the impact on human rights of the export, sale, transfer and diversion of arms, ammunitions, military equipment, surveillance goods and technologies, and less lethal weapons can only lead to the conclusion that they must be banned.
The EU remains of the view that a comprehensive embargo is needed to stop the flow of arms to Myanmar.
Persons in vulnerable situations and in particular, persons belonging to ethnic and religious minorities such as the Rohingya, continue to bear the brunt of the Myanmar military's human rights violations.
No concrete steps have been taken towards the creation of an environment conducive to the safe, voluntary, dignified and sustainable return of all refugees and forcibly displaced persons.
President, we deplore the lack of progress in the five Point consensus implementation by the Myanmar military and express our support to ASEAN's effort in this direction.
In the spirit of efficiency, we took the difficult step of requesting fewer interactive dialogues on Myanmar than in the past.
We want to be absolutely clear.
The priority given by the EU to the human rights situation in Myanmar and the one this Council gives remains steadfast, as does our support to the mandate and work of the Special Rapporteur, the OHEHR, the double I double M on this file.
The Human Rights Council has a responsibility to send a clear message to the Myanmar military.
Their brutal and inhumane attacks against civilians and their continued attacks on medical and humanitarian relief personnel must cease.
The adoption of the resolution by consensus will send a strong signal of support by this Council to those who work hard for peace, democracy and rule of law in Myanmar, and to victims and survivors of human rights violations and abuses seeking justice and accountability.
