As you know, we have ended the last meeting of the fourth round of the Syrian Constitutional Committee because the round that looked into continuing the discussions of the third hand on national fundamentals and principles.
The last days looked into several subjects from the Syrian Negotiation Commission delegations.
A number of papers were submitted on the national principle of the Constitution with regards to equal citizenship, freedom, separation of power as well as the independence of the judiciary.
A number of issues were also submitted, such as refugees and the displaced in Syria.
These are amongst the important elements of concern to millions of Syrians.
As you know, for us, this is a humanitarian fight above negotiations, not in the competence of the constitutional committee, except with regards to guaranteeing the rights of the refugees and they displaced institutionally during the transitional phase or reinforcing the return of.
In order to guarantee the rights of return to the refugees and be displaced while preserving the rights and properties return has to be a safe, dignified apology.
We also review what could be included in transitional provisions of a future constitution to guarantee such rights in the Constitution.
We also submitted other humanitarian issues as one file, the detainees coercively disappeared and matters that are linked to that, such as justice, the compensation as well as knowing the fate of the disappeared while having legal and constitutional guarantees.
Today, the concluding meeting saw summary of the main meeting paper was drafted including most of these principles that we discussed in the last days.
It was put down in a manner that could be a basis for the next meeting.
In general, we had a positive, we had a positive climate.
As you know, and as was said by Mr Peterson, the climate is sometimes a bit hot and some discussions, especially on the humanitarian files and some some narratives, emotions can sometimes be tense, the reactions.
But in general, all the parties abided by the meetings.
They were positive and we hope that in the next rounds they will be a better commitment to the agenda of the meeting and that work would be more focused on constitutional matters in order to have the constitutional draught.

As I said the whole meeting overall was positive.
All members they and their behaviour, they stick to the code of conduct.
Today there were simple 2 interventions by two members from opposite sides and touched on some emotional subjects and some people when you touch on you know these subjects they became become emotional.
So it's fair to say it concluded in a Safeway professional way and responsible way.

Looking for the next round is of utmost importance.
Very the most important is that the agenda is it is agreed upon between the two Co chairs.
Constitution and nothing outside.
So it will show the intentions of the three parties to seriously discuss the basic principle of the Constitution and this comes after the introduction in any constitution, including political, cultural, economic, social principles institute essence of the constitution.
Therefore, we hope that all the members of the Constitutional Committee will be level of positive interaction in order to lead to understandings and some translation or not.

Outside the practical realm of the Constitution, no regards to discussions on the agenda of the 3rd and 4th, there were two viewpoints.
Our point of view was determines the national fundamental principles is the constitution itself.
When a principle is a national principle, it needs a full popular consensus and therefore would be part of the basic principles of institution.
The point of view of the other party was that there are principles or bases before they constitute, they're in a certain space before the Constitution, and that we need to discuss them before discussing the Constitution.
In our opinion, we discuss them as principles in the constitution have to be in the Constitution and we have submitted our ideas, they submitted papers.
Some are beneficial and some we radically disagree with.
However, we believe that if there is a responsible national spirit, especially in this time, this difficult time for all Syrian people in all Syrian areas, and considering the suffering of the Syrian people, we are hopeful that the next round will be a positive round.

So my question is this important discussion regarding question of prisoners or the disappear, did you in fact make any progress regarding this chapter?
We discussed the humanitarian issues and more important, the refugees on the displace.
The representatives of the party started to discuss refugees and displaced.
Regarding what our members submitted, we found that the humanitarian issues were interlinked and more specifically the question of refugees and displaced as well the forcibly displaced and disappeared.
So we so they submitted several proposals regarding articles and constitutional contents which guarantee the rights of displaced, their refugees, their property rights, the right to documentation and they need to provide them with a safe, voluntary and dignified return.
But they also submitted proposals and draughts on constitutional articles regarding the detainees and the possibly and more specifically references that such a tragedy should not reoccur.
Therefore, there was a great deal of this discussions on this these issues.
