Le 19 août 2003, une attaque à la bombe contre l'hôtel Canal à Bagdad, en Irak, a tué 22 travailleurs humanitaires, dont le Représentant spécial du Secrétaire général de l'ONU pour l'Irak, Sergio Vieira de Mello. Cinq ans plus tard, l'Assemblée générale des Nations Unies a adopté une résolution désignant le 19 août comme Journée mondiale de l'aide humanitaire, qui réunit des partenaires de tout le système humanitaire pour plaider en faveur de la survie, du bien-être et de la dignité des personnes touchées par les crises, ainsi que pour la sécurité et la sûreté des travailleurs humanitaires.
