Après une pause de quatre jours dans les combats entre Israël et le Hamas, qui a commencé vendredi à 7 heures du matin, des camions transportant des livraisons humanitaires sont entrés dans la bande de Gaza par le passage de Rafah en provenance d'Égypte, apportant un répit aux habitants de Gaza dans l'enclave palestinienne dévastée, ont déclaré des humanitaires de l'ONU.
« Les Nations Unies peuvent confirmer qu'au moment où je parle, des camions transportant des fournitures humanitaires continuent de traverser la bande de Gaza par le point de passage de Rafah », a déclaré Jens Laerke, porte-parole du bureau de coordination des affaires humanitaires de l'ONU (OCHA). « Nous espérons que l'accord entre Israël et le Hamas, actuellement en vigueur, apportera un répit aux habitants de Gaza et d'Israël, ainsi qu'un soulagement aux otages et détenus qui seront libérés et à leurs familles.»
Alors que le bilan des morts dans l'enclave a dépassé 14 800 jeudi soir, selon le bureau des médias du gouvernement de Gaza cité par l'OCHA, des milliers de personnes sont estimées être piégées sous les ruines de leurs maisons.
M. Laerke a déclaré que «nous espérons que la trêve permettra aux familles en deuil d'honorer les morts et de les enterrer dignement, et nous espérons que cette pause humanitaire conduira à un cessez-le-feu humanitaire à plus long terme au bénéfice des habitants de Gaza, d'Israël et au-delà.»
Les Nations Unies ont souligné à plusieurs reprises que les agences humanitaires avaient besoin d'accéder à l'ensemble de la bande de Gaza, y compris dans le nord, où les besoins étaient les plus importants. On s'attendait à ce que les personnes dans le besoin soient atteintes où qu'elles se trouvent, mais il était encore trop tôt pour confirmer quand cela serait possible.
Le porte-parole de l'OCHA a réitéré l'importance d'obtenir « un accès à travers la bande de Gaza, en particulier dans le nord. C'est là que les dégâts et les besoins humanitaires sont les plus importants. Nous continuons donc à demander un accès à toutes les parties de Gaza.»
L'OCHA a rapporté que 75 000 litres de carburant sont entrés à Gaza depuis l'Égypte jeudi, suite à une décision israélienne du 18 novembre « d'autoriser l'entrée quotidienne de petites quantités de carburant pour des opérations humanitaires essentielles ». Le bureau des Nations Unies a déclaré la semaine dernière qu'il fallait environ 200 000 litres de carburant par jour.
« Il est très important de faire entrer du carburant pour pouvoir faire fonctionner toute machine nécessaire pour sortir les gens des décombres », a souligné M. Laerke. « Nous voyons cela dans toutes sortes de situations où il y a des dégâts et des effondrements massifs d'infrastructures.»
Saluant la pause humanitaire, bien que plus soit nécessaire, le porte-parole de l'agence de santé de l'ONU (OMS) Christian Lindmeier a déclaré que «nous travaillons à de nouvelles évacuations d'hôpitaux dès que possible.» Il a rappelé que «le 22 novembre, avec la Société du Croissant-Rouge de Palestine, une mission conjointe des Nations Unies a évacué 151 patients, des proches et des travailleurs de la santé les accompagnant de notre principal hôpital dans le nord de Gaza. Cela a été entrepris spécifiquement suite à des demandes des autorités sanitaires et des responsables d'hôpitaux à Gaza.»
Il s'agissait de la troisième mission à Al-Shifa menée par l'OMS et ses partenaires en moins d'une semaine ; la première avait été une mission d'évaluation le 18 novembre et la deuxième une mission d'évacuation pour transporter 31 nourrissons le 19 novembre. L'OMS travaillait à de nouvelles évacuations d'hôpitaux.
« Nous sommes extrêmement préoccupés par la sécurité des quelque 100 patients et travailleurs de la santé restant à Al-Shifa et en raison du temps limité que les membres de la mission ont pu passer à l'hôpital et de l'urgence de déplacer les cas les plus critiques, il a été difficile de déterminer exactement combien restent », a déclaré M. Lindmeier.
Sur les 24 hôpitaux en activité dans le nord avant la guerre, 22 sont soit hors service, soit incapables d'admettre de nouveaux patients, tandis que sur les 11 établissements médicaux dans le sud, huit sont fonctionnels. L'OMS a déclaré que parmi eux, un seul a la capacité de traiter des cas de traumatismes critiques ou de réaliser des chirurgies complexes.
